JetBrains Rider Overview

Rider is a cross-platform IDE for .NET developers based on the IntelliJ platform and ReSharper.

An alternative, simpler solution:
In the jebra folder there is a directory called scripts, go there and run the following script with administrator rights:
For Windows: install-all-users.vbs
For UNIX-like OS: install.sh

Launch the IDE, a window with licenses pops up.
Log out of your JetBrains account if you logged in earlier.
Go to the site 3.jetbra.in, choose any available mirror, click on it. On the site that opens, look for the IDE and copy the key.
Click on “Activation Code” in the window with licenses, copy the key into the text field, click “Activate” and enjoy life.
